KKH proposal: Move forward to create an interest group through ASCLA to formalize the efforts of those providing library services to incarcerated youth.  A petition will be created shortly and circulated.

Officer structure and placements will be determined by the group, but officers must be ASCLA members.

• Library Services for Incarcerated Youth  (LSIY)  I think this covers all types of institutions and ages that could be defined as youth.  msf
• Incarcerated Youth Interest Group (IYIG)
• Incarcerated Youth and Libraries (IYL)
• Juvenile Justice & Libraries (JJL) I like this one the best - or one below - AJC
• Libraries and Juvenile Justice (LJJ) ( libraries are our primary concern I vote this one - dc)
• Youth Prison Librarians (YPL)  (concern might be interpreted to be public libraries onlly with the intials - RReasoner)
• Incarcerated Teens & Libraries (ITL 
• Libraries & Incarcerated Teens (LIT) (concern might be confused with people searching for literature interest groups with initials - RReasoner)

Next Steps for Group

1. Come up with a name for our group
2. Get a petition signed by 10 ASCLA members to form an interest group
3. Signatures may be collected electronically
4. Once signed, the petition goes to the Interest Group Coordinating Committee for approval
5. Select 4 officers (who are ASCLA members) to head up the group

1. Updating the Library Standards for Juvenile Correctional Facilities (last rev. 1999)
2. 2012 ALA program – maybe? Not yet approved.
3. Meeting annually to discuss innovation, best practices, and challenges for those serving IY
4. Maintain our listserve (YALSA – lockdown)
5. Create & maintain website / wiki for resources for libraries serving incarcerated youth
6. Advocate for library services / intellectual freedom for incarcerated youth
7. Provide programming ideas for service to IY
8. Provide reviews of materials of special interest to IY populations
9. Create an award or list of recognized works that are of special interest to incarcerated youth populations
10. Find funding to support juvie librarians continuing education / attendance at conferences
11. Collect and share information about funding opportunities for those serving IY
12. Series of Webinars on serving IY
13. Solicit / write articles for national publication to promote library services to IY
14. Setting up tours of juvenile corrections facilities at various meeting sites during Midwinter and Annual Conference (and possibly other events)

Overview of Features for this ASCLA Interest Group

Who can be a member of an ASCLA Interest Group

• Any ALA member can be a member of the group. They do not have to be an ASCLA member, unless they are interested in serving in a leadership role for the group. 
  

How does an Interest Group Operate?

• Interest groups may plan and sponsor programs at conferences, may sponsor pre-conferences, create discussion groups, prepare publications, or carry out other activities with the approval of the Interest Group Coordinating Committee and the Board of Directors.
• Interest groups establish their own process for nominating and electing their leadership.
• Interest group leaders must be ASCLA members, however any ALA member may join an ASCLA interest group.
• No leader shall serve more than four (4) consecutive years in office.
• Any member of the Association may join as many interest groups as desired by joining the group in ALA Connect.
• Each Interest Group defines its own functions, subject to the approval of the Interest Group Coordinating Committee.
• Each Interest Group shall manage its own affairs, provided that no interest group shall adopt rules for the transaction of its business inconsistent with those of the Association, or engage in any activity in conflict with the program of the Association.
• Interest group elections are held during the Midwinter Meeting.
• Unless otherwise approved by the ASCLA executive director, interest groups will conduct their own elections and not utilize the formal ALA election system.

What are the interest group leader’s responsibilities?
As an Interest Group Leader you will be expected to:

• Encourage involvement in the Interest Group.
• Ensure that the Interest Group generates discussion topics, articles, programs, projects etc. within the purview of the Interest Group’s charge.
• Regularly communicate with Interest Group members regarding Interest Group activities as well as initiatives coming from the ASCLA Board, staff, or other interested parties.
• Communicate with the Interest Group Coordinating Committee. This will include a brief annual report on Interest Group activity. Reports will be posted on the Interest Group site.
• Communicate with the Interest Group Coordinating Committee if, for any reason, you determine that you are unable to fulfill the responsibility of leading the Interest Group.
• Notify the ASCLA office of any changes in leadership.
• Coordinate the overall activities of the interest group and for reporting on group activities.
